Realising the benefits of ITS on a European scale requires a co-ordinated effort involving all key players. Before 2001, individual projects addressed various ITS implementation issues, but with limited co-ordination among the different players. Now, however, The European Commission has launched the TEMPO programme. ITS aim is to stimulate a harmonised and synchronised deployment of intelligent transport systems and services on the Trans-European Road Network. Acronyms/European projects and initiatives;

TENs - Transeuropean Networks The function of Trans-European Networks is to create a modern and effective infrastructure to link European regions and national networks. They are essential to proper operation of the common market, since they ensure free movement of goods, persons and services. Title XV of the Treaty establishing the European Community provides the legal basis for Trans-European Networks, which exist in three sectors of activity: Trans-European Transport Networks (TEN-T) cover road and intermodal transport, waterways and seaports, and the European high-speed railway network. Intelligent transport management systems also fall into this category, as does Galileo, Europe's satellite radio navigation system. Acronyms/European projects and initiatives;

The Court of First Instance It basically hears disputes (such as disputes brought by those refused a trademark by the EU Trade Mark and designs registry). Appeals are sent to the European Court of Justice. The creation of Court of First Instance instituted a judicial system based on two levels of jurisdiction: all cases heard at first instance by the Court of First Instance may be subject to a right of appeal to the Court of Justice on points of law only. In view of the increasing number of cases brought before the Court of First Instance in the last five years, in order to relieve it of some of the caseload, the Treaty of Nice, which entered into force on February 1, 2003, provides for the creation of ‘judicial panels’ in certain specific areas

Toll For the ASECAP Members tolls constitute the revenue collected by a company, and considered as assets of its budget, from all or some of the users of a road infrastructure or network, for one or more of
the following reasons:
• To finance
• Build
• Maintain
• Operate
• Improve
the above-mentioned road infrastructure or road network.
Within ASECAP, most of the members carry out all of the above activities and tolls are mostly distance-related although in some cases they are time- related. All the ASECAP members consider that tolls should be primarily distance-related in future, even if other criteria are taken into account when calculating them.
